[Leads inside the cafe and orders a green tea, waiting for Luce to make his order as well. It's a really really tricky question. The short answer Marco would give is that it's because they're morons. But realistically he can't simplify it down that much, and he respects Luce's mind enough to try to give a real and thoughtful answer.]
The tenryuubito aren't leaders. The real rulers of the Government are pretty hidden and shrouded in mystery, eh? And the marines who are their military might work for Absolute Justice.
A lot of them probably do think it's for everyone's good. Or they tell themselves that.
You know how you can only read certain books? My world has it that certain books are banned. Not because it'd corrupt anyone's soul... I think they assume we're all doomed anyway. [He still grins at that. Black-hearted indeed.] But because they might enable people to fight the government.
Mah, I'm one of the very last people you should come to to explain the good that the government does. It stretches my imagination to come up anything, so you're better off asking a marine or something. I mean they try to keep people safe from pirates, and most pirates are horrible. I don't do well with a lot of absolutes though and they say all pirates are wrong. They say everything the government does is justice or necessary for the good of the majority, and then they make deals with pirates to have them fight other pirates, even though they say all pirates are wrong. [A shrug.] Trying to be really optimistic -- [And it's clear it's a struggle for Marco to try to speak good of them.] They probably think they're saving the world from destruction. I know they claim it.
Whether from pirates or countries warring with each other or One Piece or whatever else.
If I was guessing my own opinion though... [His birdies expression flattens quite a bit more seriously.] They're the same as the pirates or people who'd murder to get power. The World Government is very powerful. They can destroy an island with one call, they-- [Were able to fight Marco's family and the strongest man in the world and still win.] -- can do almost anything. And they don't want to lose it.
[It leaves a bad taste in his mouth, making the government sound almost similar to his family even in such a minor aspect. Sengoku's words seem to echo in his head. How the marines had to show the world that they were safe by destroying Whitebeard, by standing up against him... and yet by killing a scapegoat? No, even trying to make sense of it, Marco couldn't really understand their thinking. But the best he could do was given Luce enough facts so the guy could make his own decision or at least get a better picture rather than just Marco's own tainted view.]
