Everything important happens in the Grand Line and the New World, and everything that doesn't make the cut, that isn't good enough, strong enough to survive in either of those places... So in sort, she is young and all she has ever seen is your world's garbage dump, where not even the Marines probably bother much with and end sending their worst elements there, because all the good units they have are needed at the center of the action.
