They're a dying breed, really. There's not too many people willing to dedicate their life to developing the skills. And if they do, there's usually something that they're after and once they've found it...
[A shrug.]
They're called Phantom Thieves because they're impossible to catch. Like a phantom. They're already gone before you even notice that they were even there.
But there's one back home who chooses to make a spectacle of his crimes. A show that everyone is invited to come watch. A show that he issues invitations to the police and to the public, like a little stamped ticket with the time and the place written in red ink. He chooses to steal things right in front of your eyes.
Yet for twenty years now, he's still being referred to as a phantom thief. Why do you think that is?

All right, so why does he do it? To show the police their ineptitude?

No. He likes the police. ... most of them, anyway.
Particularly the special force assigned to try and catch him. And the old man who always tracks down more outlandish and beautiful trinkets to tempt the thief with because he likes the challenge.
He leaves them gifts sometimes. Helped the police catch more than one murderer.

Kaitou KID has been known to the public for twenty years now. But there were eight years in the middle of all that where he was just... gone.

But then again, maybe the police are all too busy watching the wrong show.

Yet still, somehow, KID manages to get shot at an awful lot...

There's no other explicable reason for him to stop stealing for eight years only to start up again for no discernible reason.
Plus, his M.O. was really shaky for that first year or so after he came back-- like he wasn't quite sure what he was doing. Now he pretty much only steals gems.
And big ones.
[Of course Kaito can't just make things simple and come right out and explain his motives, he's still sort of pretending that it's not him (in of that, Marco and he both know it's him, but neither is actually saying the word). And it gets tricky reasoning out his motives because, well. He's sort of got several.]
